Buy your kid an Ipad. Unlike Android, its OS is rather limited for tampering, no more than factory defaults, and this should be safer in case something bad happens to the software.
On the contrary Android is much more ¨flexible¨ for editing, but unless your kid is a software developer, that shouldn`t bother you.

Yes both can be connected but only to special keyboards ad mouses. This means that you may have to go out and buy special keyboards and mouses for the iPad. I would choose the iPad because of how efficient and fast it is. Furthermore with the newest update iPads are going to get a lot better in terms of speed and the APPS that they have.
If you want something new save your money for the Kindle Fire. Their has been so much talk about it and i have already preordered mine.

An iPad comes with a logo of a little apple on the back and costs about $500. The Android one doesn't and costs about $400 less :)
